Notas sobre las IDE de Luxemburgo


La IDE nacional de Luxemburgo ILDG (Infraestructure Luxembourgeoise de Données Géographiques) fue creada en 2009 por decisión oficial del gobierno, el cual además creo un grupo de trabajo interdisciplinario e interministerial de apoyo a la ILDG. El órgano coordinador, organizador y gestor es la Administration du Cadastre et de la Topopgraphie (ACT), institución que además es el nodo más importante de la ILDG.

El CC-ILDG (Comité de Cordination de l'Infraestructure Luxembourgeoise de Géodonnées) es una instancia de colaboración que dirige las actividades relacionadas con la creación, actualización, gestión y distribución de conjuntos de datos geográficos, con la finalidad de generar un enfoque coordinado de las actividades del sector.

La AGE (Administration de la Gestion de l'Eau) es el productor de datos geográficos del sector público vinculado al desarrollo de la ILDG que después de la ACT mantiene el mayor número de conjuntos de datos (más de 60), además trabaja activamente en la implementación de INSPIRE.

El geoportal de referencia es el Géoportail National Grand Duchy of Luxembourg , es administrado por la ACT y fue creado en el marco del programa e-Lëtzebuerg sobre administración electrónica. El geoportal es una plataforma que centraliza los conjuntos de datos de los ministerios, agencias y departamentos del estado, municipios y otros organismos públicos. Es necesario estar dado de alta como usuario especialista para acceder a funciones avanzadas, para las consultas del público general existe una plataforma de visualización que ofrece los conjuntos de datos de la ILDG. En conjunto disponen de 64 servicios WMS y 64 WFS siendo algunos de acceso general, y otros de acceso exclusivo a organismos públicos.

El geoportal nacional dispone de un editor y catálogo de metadatos basado en el estándar ISO 19115 y servicios OGC CSW. Los metadatos están disponibles en francés, inglés, alemán y luxemburgués. La creación de metadatos es considerada relevante, por esta razón el 100% de los conjuntos de datos informados en el seguimiento INSPIRE 2010 tienen metadatos. El organismo responsable de la creación de los metadatos es el ACT y el CTIE (Centre des Technologies de l'Information de l'Etat).

El ACT es el organismo responsable de la implementación de INSPIRE. La transposición de la Directiva INSPIRE no se realizó en el plazo establecido, por lo cual en junio de 2010 la CE decidió llevar a Luxemburgo ante la Corte Europea de Justicia, por infringir la obligación de llevar a cabo la transposición. Posteriormente Luxemburgo publicó la ley de 26 de julio de 2010 llevando a cabo la transposición de INSPIRE.

En el Seguimiento INSPIRE 2010 Luxemburgo informó 183 conjuntos de datos y 101 servicios de datos espaciales. El seguimiento 2011 informaron el mismo número de conjuntos de datos y servicios que en 2010.

The Luxembourg NSDI is the ILDG (Infrastructure Luxembourgeoise de Données Géographiques) was created in 2009 by a official government decision, which also created an interdisciplinary and interministerial group to support the ILDG. The body which coordinates, organizes and manages is the “Administration du Cadastre et de la Topopgraphie” (ACT), this institution is also the most important node of the ILDG.
The CC-ILDG (Committee Cordination Luxembourgeoise de l'Infrastructure of Géodonnées) is a body of collaboration that directs the activities related to creating, updating, management and distribution of geographic datasets, in order to generate a coordinated approach sector activities.
The AGE (Water Management Administration) is the producer of public sector geographic data related to the development of ILDG after the ACT has the largest number of data sets (over 60), this is also active in implementation of INSPIRE.
The reference geoportal is the Géoportail National Grand Duchy of Luxembourg, is administered by the ACT and was created as part of the e-Lëtzebuerg eGovernment. The geo-portal is a platform that centralizes data sets of ministries, state agencies and departments, municipalities and other public bodies. It is necessary to be registered as a specialist user to access advanced features, for general public queries there is a viewing platform that offers data sets of the ILDG. Altogether it has 64 WMS and 64 WFS being some general access and others of exclusive access to some public bodies.
The national geo-portal has got a catalog of metadata and an editor, both based on the ISO 19115 and OGC CSW services. The metadata are available in French, English, German and Luxembourgish. The creation of metadata is considered relevant, therefore 100% of the data sets reported in the INSPIRE monitoring 2010 have metadata. The body responsible for the creation of metadata is the ACT and IETC (Centre des Technologies de l'Information de l'Etat).
The ACT is the body responsible for the implementation of INSPIRE. The transposition of the INSPIRE directive was not done on time, so in June 2010 the EC decided to take Luxembourg to the European Court of Justice for violating the obligation to perform the transposition. Later Luxembourg published the law on July the 26th, 2010 carrying out the transposition of INSPIRE.
For the INSPIRE Monitoring 2010, Luxembourg reported 183 data sets and 101 spatial data services. The 2011 Monitoring report had the same number of data sets and services as the previous year.
