Notas sobre las IDE de Polonia


La primera iniciativa para el establecimiento IDE nacional de Polonia fue el proyecto de investigación titulado “Concepto del Sistema de Información Espacial de Polonia” (SIS), el cual generó una propuesta de concepto general para la IDE nacional. Posteriormente se publicó el documento “Programa marco para la creación de la Infraestructura de Información Espacial 2009-2010” que proporcionó la estrategia para desarrollar la implementación de la IDE.

El desarrollo y gestión de la IDE nacional es responsabilidad del Ministerio de Relaciones Interiores y Administración, el cual ejecuta la coordinación a través del director de la Oficina Central de Geodesia y Cartografía (GUGiK) del Surveyor General of Poland.

En el año 2007 el Surveyor General of Poland creó una plataforma de cooperación interministerial llamada Consejo para la implementación de INSPIRE. Este consejo es un órgano consultivo compuesto por ocho ministerios y siete agencias gubernamentales. Este consejo además es responsable de apoyar las actividades relacionadas con los aspectos jurídicos, organizativos y económicos de la creación de la IDE, recomendar las actividades interdepartamentales y de las empresas en el campo de la geoinformación, para propagar aplicaciones de geoinformación en la administración pública y también para promover el uso de estándares en el campo de la información geográfica.

La transposición de la Directiva INSPIRE se llevó a cabo a través de la ley de Infraestructura de Información Espacial de 2010, además de una serie de leyes existentes en la legislación polaca relacionadas con la regulación de los recursos de datos espaciales. La ley prevé la creación de un Consejo Nacional de la IDE nacional.


El geoportal nacional es el Geopotal.gov.pl , recibe cerca de 8000 visitas diarias que acceden y visualizan los 120 conjuntos de datos que alberga. El geoportal ofrece un visualizador cartográfico además del Catálogo nacional de metadatos. El geoportal fue puesto en marcha en el año 2004 y a la fecha se trabaja en el desarrollo del “geoportal 2”.

En el seguimiento INSPIRE 2010 Polonia informó 56 conjuntos de datos y 59 servicios de datos espaciales, en el seguimiento de 2011 informó el mismo número conjuntos de datos y servicios de datos espaciales.

The first initiative for the establishment in Poland NSDI was a research project entitled "Concept of Spatial Information System of Poland" (SIS), which generated a general concept proposal for NSDI.
Subsequently published the document "Framework for the creation of the Infrastructure for Spatial Information 2009-2010" that provided the strategy for developing the implementation of the SDI.
The development and management of the national SDI is the responsibility of the Ministry of Interior and Administration, which runs through the coordination of the Director of the Central Office of Geodesy and Cartography (GUGiK) of the Surveyor General of Poland.
In 2007 the Surveyor General of Poland created an interministerial cooperation platform called the Council for the implementation of INSPIRE. This council is an advisory body composed of eight Ministries and seven government agencies. This council is also responsible for support activities related to the legal, organizational and economic aspects of the creation of the SDI, it recommends interdepartmental activities and companies in the field of geo-information, to disseminate geospatial applications in public administration and also to promote the use of standards in the field of geographic information.
The transposition of the INSPIRE Directive was implemented through the law of Spatial Information Infrastructure, 2010, plus a number of existing laws in Polish legislation related to the regulation of spatial data resources. The law provides for the creation of a National Council of the NSDI.
The National Geoportal is Geopotal.gov.pl, receives about 8000 visitors a day to access and view the 120 sets of data it contains. The geo-portal offers a map display in addition to the national catalog of metadata. The geo-portal was launched in 2004 and to date work in the development of "geoportal 2".
In the Monitoring INSPIRE 2010 Poland reported 56 data sets and 59 spatial data services, in the 2011 monitoring reported the same number of data sets and spatial data services.
