La IDE de ámbito nacional de Rumania está en proceso de implementación. A través de proyectos relacionados con las IDE se están generando las bases tecnológicas, desarrollando el marco normativo y los acuerdos de cooperación entre los sectores involucrados. El proyecto más destacado es INSPAN, considerado la primera iniciativa IDE conocida en Rumania. INSPAN es una IDE temática puesta en marcha en 2005 con el objetivo de probar y validar las ideas y conceptos necesarios para implementar la Directiva INSPIRE, así como también, para contribuir en la creación de la arquitectura y conceptos de la IDE nacional.
A nivel legislativo se desarrolló una normativa preliminar la cual se materializó con el proyecto del Decreto que establece la Infraestructura de Información Espacial en Rumania, aprobado el 20 de enero de 2010. La transposición de la Directiva INSPIRE se llevó a cabo a través de Ordenanza 4/2010 que establece la creación de la INIS (National Spatial Data Infrastructure).
La National Agency for Cadastre and Land Registration (ANCPI) es el único organismo público que tiene un mandato parcial en la coordinación de la INIS, según lo estipulado en la Ordenanza 4/2010, que le atribuye la presidencia del Consejo de la INIS. El Consejo es el órgano de coordinación establecido para implementar INSPIRE, está compuesto por los organismos y autoridades publicas de diversos ministerios y agencias. El Consejo además es el órgano encargado de facilitar el intercambio de datos y servicios, a través de instancias de comunicación entre las instituciones, usuarios y proveedores de servicios.
El geoportal nacional, tiene una serie de funcionalidades, da acceso a los servicios de catálogo de datos, de visualización y a un editor de metadatos que utiliza la herramienta CatMDEdit. Existen otros geoportales de iniciativas de IDE temáticas como por ejemplo:

En la Ordenanza 4/2010 (anexo 4), se indican las autoridades e instituciones públicas a las que se les asigna el rol de responsables de los conjuntos de datos de los temas INSPIRE, en total son 11 instituciones responsables de informar los conjuntos de datos y de generar los metadatos. En el seguimiento INSPIRE del año 2010 Rumania informó 220 conjuntos de datos y 44 servicios de datos espaciales, en el año 2011 informó 219 conjuntos de datos y 41 servicios.

National SDI in Romania is in the process of implementation. Through the SDI projects it is being build the technology base, the regulatory framework and the cooperative agreements between the sectors involved are being developed. The highlight is INSPAN project, considered the first known SDI initiative in Romania. INSPAN is a thematic SDI launched in 2005 with the aim to test and validate the ideas and concepts necessary to implement the INSPIRE directive, as well as to contribute to the creation of the architecture and concepts of national SDI.
At the legislative level a draft regulation was realized with the draft Decree establishing the Infrastructure for Spatial Information in Romania, adopted on January 20, 2010. The transposition of the INSPIRE Directive was implemented through Ordinance 4 / 2010 which establishes the creation of the INIS (National Spatial Data Infrastructure).

The Ordinance 4 / 2010 (Annex 4), lists the authorities and public institutions which hold the role of heads of the datasets of the INSPIRE themes, a total of 11 institutions responsible for reporting data sets and generating metadata.
